§ 2-34. Meetings—Time and place, regular meetings; special meetings; executive sessions

  • (a) Regular meetings of the town council shall be held upon the second and fourth Tuesday of each month in town hall; provided, that whenever meeting falls upon a holiday the council may fix a different date for such meeting.

    (b) Special meetings of the town council may be called by the mayor or by any two councilmembers by written notice served upon those not joining in the call, and upon the recorder, at least 20 hours prior to the time specified in the call for such meeting, but the presence at any such meeting by any person not served shall constitute a waiver of such notice, and such notice may also be waived by any person not joining in the call, and by the recorder, by written waiver, signed by him and spread upon the minutes of such meeting. No business shall be transacted at any special meeting of the town council other than that specified in the call, except by unanimous consent of those present who are entitled to vote at such meeting.

    (c) All meetings of the town council shall be open to orderly members of the public; provided, that the council, while sitting as a committee of the whole, may go into executive session at which members of the public may be excluded; and provided further, that no ordinance or resolution shall be adopted, or other vote or action taken, during any such executive session.
